Case study: a Massachusetts virtual charter school
29 policy documents, 498 pages. All 29 text documents now pass PDF/UA-1 validation.
The situation
A Massachusetts virtual charter school publishes its policies as PDF documents on its website: 29 documents, 498 pages in all. Current policies are generally documents in active use, which the exception for older documents does not cover (28 CFR § 35.201(b)).

What the five artifacts showed
Each document came with the full five-artifact deliverable:
- The original document, unchanged, as the record of where we started.
- The original audit, listing the issues found in the file as posted, each with its WCAG or PDF/UA reference.
- The remediation plan, describing the structure, alternative text, tables and metadata we added or corrected.
- The remediated document, a tagged PDF along with HTML and Word versions the school can maintain.
- The final audit and conformance statement, with the PDF/UA-1 validation result and a word-by-word comparison of the original and remediated text.
Human review
Every document was reviewed by a person before delivery. The reviewer checks what software cannot: that headings and reading order make sense, that alternative text is accurate, and that any difference flagged by the text comparison is resolved.
