Every document. Every reader.

We make the PDFs, Word files, slide decks and spreadsheets on your public website readable with a screen reader. Then we prove it, one signed conformance statement at a time.

Chapter 1

The rule

Public documents are now public infrastructure.

The Department of Justice's ADA Title II rule requires state and local government web content to meet WCAG 2.1 Level AA. That includes the documents you post, not only the pages around them.

  1. Final rule published. WCAG 2.1 Level AA becomes the technical standard for Title II entities. (89 FR 31320 (Apr. 24, 2024))

  2. Interim final rule moves the compliance dates back one year. (91 FR 20902 (Apr. 20, 2026))

  3. Entities serving 50,000 people or more must conform.

    Larger entities
  4. Entities serving fewer than 50,000, and all special districts.

  • SpreadsheetsSchedules, rates, financial reports.

Chapter 2

Why it matters

Listen to the same agenda twice.

A document can look perfect and still be unreadable. Without tags, a screen reader guesses the order, skips the images and flattens the tables. Switch between the two versions.

1 in 4adults in the United States has a disability (CDC). Agendas, forms and budgets are how they take part in public life.

What the screen reader says

“Seven thirty P M. Budget twenty twenty six twenty seven. Riverbend. Image. Call to order approval of minutes superintendent report. Item amount four one two zero zero zero zero…”

Out of order, and nothing is named. No headings to jump between, the seal is just “image”, and the budget table is read as a string of numbers.

Chapter 3

How it works

Six steps from found to signed off.

Software does the heavy lifting. A person makes every judgment call. Nothing is delivered without a reviewer's sign-off.

  1. Discovered

EveryReaderBot crawls your public site and linked vendor sites, and inventories every PDF, Word file, slide deck and spreadsheet. It honors robots.txt and makes no more than one request per second.

    Software
  2. Audited

Each document is checked for tags, real text, title, language, embedded fonts and contrast, then sorted into priority tiers. Some are better archived or removed than fixed, and we say so.

    Software
  3. Remediated

A vision model rebuilds the structure: headings, lists, tables, reading order, alt text and language. Scanned pages get text recognition first. You get a tagged PDF, plus HTML and Word when a file is rebuilt.

    Vision model
  4. Verified

veraPDF validates against PDF/UA-1, contrast is checked again, and the text is compared word by word with the original. A model never rewrites your words; any difference goes to a person.

    Software
  5. Human review

A Purely Works reviewer checks alt text, reading order and table headers, listens with a screen reader, and approves the document.

    A person
  6. Delivered

You download five files per document from your portal, plus a combined conformance summary you can hand to your board.

Chapter 4

What you receive

Five files. One complete record.

Every document comes back with the evidence an ADA coordinator can file, and a board can read.

  1. Original document

Unchanged and fingerprinted, so there is never a question about what you started with.

  2. Original audit

Every issue found, each with its WCAG and PDF/UA reference.

  3. Remediation plan

Structure, alt text, tables, forms and metadata, written down before any change.

  4. Remediated document

A tagged PDF, plus HTML and Word versions when the file is rebuilt.

  5. Final audit and conformance statement

Validation results, the word-by-word comparison and the reviewer's sign-off.

What each file proves

Chapter 5

Proof

A school that finished first.

29 of 29 policy documents pass PDF/UA-1 validation.

A Massachusetts virtual charter school had 29 policy documents on its site. Today, every one of them passes PDF/UA-1 validation.

  • 29documents audited and remediated
  • 5files delivered for each one
  • 100%signed off by a Purely Works reviewer
